The General Education Council shall promulgate and adopt within ninety (90) days from the date of approval of this act, all those standards, rules and regulations necessary to enforce the public policy enunciated herein and the provisions contained in this legislation. Likewise, all other public and private institutions not under the jurisdiction of the General Education Council, shall promulgate and adopt within ninety (90) days after the approval of this act, the standards, rules and regulations necessary to instrument the installation and use of technological devices that are required under this chapter.
