Festival Casals, Inc. is hereby expressly authorized to accept any contributions or donations from private entities and citizens, and whatever funds it may obtain from such private sources may be used by Festival Casals, Inc., jointly with the funds appropriated to it by §§ 1163—1163b of this title.
