In subsequent years, an item in an amount to be determined by taking into consideration the amount remaining from the season, the fiscal experience, and the results of the preceding year, shall be appropriated from unencumbered Commonwealth funds, to be deposited in said Special Revolving Fund to guarantee the continuation of a permanent opera season.
