It is the duty of all people to honor their illustrious sons. The monuments erected, either in marble or bronze, to their memory, beside being a token of just recognition, are also perpetual teachings of culture, of noble performance and patriotism. The coming generations should receive them in their early years if they are to profit from them for the formation of their personality.\nIt is hereby declared as public policy of the Commonwealth of Puerto Rico to honor the memory of the illustrious sons of this country by erecting statues and monuments to render their memory everlasting. Therefore, the Committee on Monuments to Illustrious Puerto Ricans is hereby created, to be composed of seven (7) members to wit: the Executive Director of the Institute of Puerto Rican Culture, who shall be the Chairman of the Committee, four (4) persons designated by the Board of Directors of the said Institute, one of whom shall be a mayor; and a Senator appointed by the President of the Senate and a Representative appointed by the Speaker of the House of Representatives.\nHistory —May 31, 1968, No. 64, p. 108, § 1.
