The provisions of this chapter shall be applicable to every natural or juridical person, or group thereof, that operates a higher education institution in the Commonwealth of Puerto Rico; or that in any way declares, promises, announces or expresses the intention to grant degrees, diplomas, certificates, titles or other official academic acknowledgements of higher education in Puerto Rico. Likewise, it shall be applicable to students who are members of the United States Armed Forces Reserves in Puerto Rico or the Puerto Rico National Guard, as defined in this chapter.\nHistory —Apr. 11, 2003, No. 109, § 5, eff. 30 days after Apr. 11, 2003.
