The Administration is empowered to accept donations or funds from appropriations, materials, properties or other similar benefits which originate from any person or private institution, or the federal government, or the municipal governments, or any instrumentality or agency of said governments, and advise or enter into contracts and agreements with any of said governments or their instrumentalities or agencies for the use of said donations or funds pursuant exclusively to the Administration’s purposes and objectives and subject to the provisions of this chapter and the regulations adopted by virtue thereof.
