Pursuant to the provisions of § 19 of Article VI of our Constitution, it is hereby reaffirmed that it is the public policy to conserve and maintain underwater archaeological sites and resources in this jurisdiction for the benefit of the People of Puerto Rico.\nIt is likewise reaffirmed that it is the public policy of the Commonwealth of Puerto Rico that in any operation authorized to recover historical or archaeological resources, the protection of the natural environment where they are found shall be ensured. To achieve this, those persons authorized to do so are bound to use the most advanced techniques developed by science and technology to prevent environmental damage and the problems that these operations could entail.\nHistory —Aug. 7, 1987, No. 10, p. 630, § 3.
