The Secretary of Education and the Higher Education Council shall promulgate rules and regulations consistent with this chapter. Said rules and regulations shall state the criteria and standards to be complied with by private educational institutions, as conditions for their authorization and licensing. These rules and regulations shall have force of law once approved by the Governor of Puerto Rico and filed with the Department of State, pursuant to §§ 2101 et seq. of Title 3.
