It shall be compulsory for all private educational institutions at the preschool, elementary, high school, vocational, technical or nonuniversity post-secondary levels that intend to operate in the Commonwealth of Puerto Rico to obtain a license issued by the Secretary of Education of Puerto Rico. The Secretary of Education, hereinafter denominated the Secretary, shall have the exclusive authority to issue the licenses to authorize the establishing and operation of the private educational institutions indicated in this section.\nHistory —May 10, 1976, No. 31, p. 78, added as § II-1 on June 30, 1988, No. 49, p. 220, § 2.
