All fines collected on account of the infractions of any of the provisions of this chapter shall be covered into the accounts of the State Insurance Fund Corporation.Likewise, said corporation is hereby empowered to impose interest, penalties and surcharges to those employers who fail to comply with the processes involving the imposition, assessment and collection of premiums and the cases of uninsured employers, by which they are required to strictly comply with the provisions of law, according to the regulations promulgated to that effect by said corporation.
