The Manager of the State Insurance Fund is authorized to appoint, through contract, the necessary technical and administrative personnel and assistants for the purpose of organizing the services and operating the Hospital of Industrial Medicine and Surgery and of Physical Rehabilitation, as well as to fix the salaries thereof. He shall also have the power to grant, chargeable to the State Insurance Fund, scholarships for the time that may be necessary for the preparation of the necessary technical and administrative personnel, subject to the approval of the Office of Personnel.
