After the plans for the Regional Dispensary of the Metropolitan Area have been completed and approved by the pertinent agencies, the Manager of the State Insurance Fund is hereby authorized to use from the unencumbered funds in the General Fund of the State Insurance Fund the sums that he may deem advisable for its construction and for the acquisition and installation of its equipment as may be necessary for its efficient operation.
