The Secretary of the Treasury of Puerto Rico is hereby authorized and directed to create a restricted revenue account to which shall be credited the funds derived from donations made by persons or organizations concerned with the construction of such parks, as hereinafter provided for. The proceeds of the donations so credited to said account shall, jointly with the appropriation of public funds hereby authorized, be used by the Sports and Recreation Department solely for the construction, development, and equipping of said local parks.
