The Secretary of the Treasury is hereby empowered to draft and promulgate such regulations as may be necessary for the carrying out of the purposes of §§ 15—20 of this title, which regulations shall have the force of law as soon as they are approved and promulgated, provided that said regulations shall be published in one or more newspapers of general circulation in Puerto Rico.
