(a) Every order, resolution, decision or official document issued by the Horse Racing Board shall bear its official seal, which shall be duly registered with the Department of State, and without which no document shall be deemed as official.(b) Once the seal, together with the signatures of the members of the Board and the Horse Racing Administrator have been registered with the Department of State, official cognizance shall be taken thereof.
