Violations of the provisions of this chapter shall be notified in writing. The Cockfighting Affairs Office may file complaints before its administrative forum for infractions against the laws or regulations administered by it. The complaint shall include the name and mailing address of the defendant, the facts constituting the infraction, the legal or regulatory provisions for which the violation is imposed. In the case of complaints filed by persons unconnected with the Cockfighting Affairs Office, the plaintiffs shall also include the remedy requested and their signatures.
