As of the approval of this act, and for a period of one year, cockfights shall have a maximum length of fourteen (14) minutes. During this one (1)-year period, the Cockfighting Affairs Office of the Sports and Recreation Department shall study and evaluate the efficiency of the reduction of the fight lengths and shall establish through regulations a fixed term therefor, which shall not exceed fifteen (15) minutes.
