In electing early retirement, all employees who have not been reimbursed for their accrued contributions and who comply with the provisions of § 525 of this title and who by December 31, 2006, have completed twenty-four and a half (241/2) or more years of credited services regardless of their age and who voluntarily avail themselves of the Program authorized in this chapter, shall be entitled to receive a pension of seventy-five percent (75%) of their average compensation.
