The Provisional Board created by this chapter shall be composed of the Chairman of the Board of Directors of the Recreational Development Company of Puerto Rico, or the officer whom he may delegate, who shall be its Chairman, and two (2) additional members appointed by him, the Mayor of Ponce, the President of the Municipal Legislature of Ponce and two (2) private citizens appointed by these officers.
