Once the surveys have been made and the planning for the establishment of the Public Colosseum of Ponce has been completed and the project has been approved by the Puerto Rico Planning Board, the Provisional Board created by §§ 531—537 of this title shall cease in its functions and the project shall henceforth be under the jurisdiction of the Recreational Development Company of Puerto Rico who shall be responsible for the construction and operation of the project; Provided, That the Company may contract with the Public Recreation and Parks Administration for the operation and maintenance of the Colosseum by transforming the necessary resources for such purposes.
