Every natural or juridical person who, without a prior authorization of the Secretary of the Sports and Recreation Department, contributes, promotes, sponsors, organizes, facilitates, participates in, holds or conducts any action leading to the holding of an event of physical confrontation of the type described in §§ 550 and 550a of this title, shall incur a felony, and upon conviction shall be sanctioned with a penalty of imprisonment which shall not be less than five (5) years nor more than ten (10) years, or with a fine which shall not be less than one thousand dollars ($1,000) nor greater than five thousand dollars ($5,000), or both penalties in the discretion of the court.
