The Sports and Recreation Department, in coordination with the Organizing Entity of the San Blas Marathon, shall prepare the regulations for the implementation of the provisions of §§ 551a—551k of this title to fix the amount that may be charged by said entity for the commercial use of the insignia and the radio and television broadcasts. The regulations thus approved according to the applicable procedures shall have the force of law and may be subsequently amended by the Department, upon the initiative of the entity.
