Nothing of what is provided in §§ 551a—551k of this title shall be interpreted in any manner to restrict, limit or prohibit the news coverage of the San Blas Marathon. Any regulations provided herein refer to and are limited to the publicizing of the San Blas Marathon by means of advertisements or the promotion of goods or services which conflict with those of the merchants who make the San Blas Marathon possible through their paid sponsorship.
