The Sports and Recreation Department is hereby directed to organize and hold annually the 'International Feminine Marathon of Puerto Rico' following the guidelines and directives stated below:(a) The marathon shall be a sports event in which only the sportsmanship of the participants shall be taken into consideration, without discrimination for national, racial, social, economic, cultural, political or religious reasons.(b) The necessary arrangements shall be made with the pertinent authorities so that foreign participants and their companions shall have no legal problems whatsoever.
