A board is created which shall be known as 'Commonwealth Board of Colón Park', composed of the Mayor of Aguadilla, the Mayor of Aguada, and the Secretary of Transportation and Public Works or any person designated by him to represent him on said board; Provided, That the persons composing said board shall serve ad honorem.
