(a) The Condado Lagoon and all the public lands surrounding it are hereby declared as Commonwealth Park under the jurisdiction of the Sports and Recreation Department.(b) The Sports and Recreation Department shall be in charge of the development and embellishment of said area, as well as of the regulations for its use.(c) The Sports and Recreation Department is hereby authorized to use those federal funds or gifts from private sources which may be obtained to carry out the purposes of this section.
