(a) It is hereby provided that the Mayagüez Zoo be designated as the Dr. Juan A. Rivera Zoo.(b) The Public Structures and Roads Commission of the Commonwealth of Puerto Rico shall take the necessary measures to comply with the provisions of this section without being subject to the provisions of §§ 178—182 of Title 23.
