It is hereby directed that rubber gravel or tiles made of discarded shredded tires in Puerto Rico, if said product is available, shall be used in all new construction that is begun as of January 1, 2000, which has in its design the establishing of children’s play areas, and to provide that the Regulations and Permits Administration shall take the corresponding regulatory provisions to ensure compliance with this chapter.
