From time to time, the Board shall adopt bylaws and may amend said bylaws for its internal operations and the administration of matters under its consideration. The Board’s bylaws, regulations and rules shall be adopted pursuant to the provisions of this chapter and as they may be necessary and appropriate to direct the matters under its jurisdiction.
