The Board shall designate one or more banks or savings and credit unions to be custodians of the monies, securities and assets of the Special Permanent Fund. The custodian banks shall be incorporated under the laws of Puerto Rico or the United States and must be subject to the supervision and examination [of the banking authorities or the federal deposit institutions or the Government of Puerto Rico].
