No agent, itinerant peddler or any person whatsoever, shall sell or offer for sale lottery tickets or fractions thereof at a price higher than that officially stipulated in said tickets or fractions of tickets. Any peace officer who catches any person selling lottery tickets or fractions thereof at a price higher than that officially stipulated in said tickets or fractions thereof, shall seize all tickets or fractions thereof in the possession of the peddler; and shall follow the proceeding stipulated in § 115b of this title.
