The Secretary of State is hereby empowered to issue the licenses referred to in § 152 of this title to such churches, lodges, or bona fide charitable institutions that certify their condition as such and that accompany their applications with the fees provided by § 154 of this title in internal revenue stamps which shall be cancelled and affixed to the corresponding licenses.
