The fees to operate the lotto or lottery game known as 'bingo' in the churches, lodges and bona fide charitable organizations that have applied therefor and have met the other provisions in this chapter shall be of two hundred dollars ($200) a year for each fiscal year or fraction thereof, and such license shall be renewed annually prior to July 1 of each year and such fees shall be payable in internal revenue stamps which shall be cancelled and affixed to the respective licenses. The moneys so collected shall be covered into the general funds of the Treasury of Puerto Rico.
