For the purposes of §§ 1101—1106 of this title, the following terms shall mean:\n(a) Sportsperson. — Shall include athletes, judges, umpires, sports, technicians, delegates, and any other person certified as such by the Secretary of Sports and Recreation, upon prior certification by the local organization that is duly recognized by the international organization.
