The Department of Housing shall establish through regulations those requirements that should be contained in the statutes, regulations and master deed of those public housing projects interested in converting into housing cooperatives pursuant to this subchapter and that are necessary to carry out their public policy, taking into consideration any legal federal or state restrictions that may apply.
