There is hereby created in the Agricultural Services Administration the Program for the Eradication of Plant Pests and Diseases in Coffee Plantations, and the Administration is hereby authorized, with the funds herein provided, to acquire machinery and equipment, employ personnel and to incur in other expenses necessary to carry out said Program.
