The Agricultural Services Administration shall be empowered to prescribe rules and regulations to enforce the purposes of §§ 319—319g of this title; it being understood, that, for the purposes of reasonably reducing the cost of this service as far as possible, the farmer shall only pay half of the cost of the materials used in this program.
