There is hereby conferred to the Agricultural Services Administration those faculties, rights and powers as may be necessary to carry out the purposes of §§ 319—319g of this title, including, but without it being construed as a limitation, the following:(a) To receive as a gift from any natural or juridical person or private or public institution, money, equipment, machinery or services to be used or invested according to the purposes of §§ 319—319g of this title.(b) To execute with any natural or juridical person, such contracts, covenants or agreements to carry out the purposes of §§ 319—319g of this title.(c) To acquire all kinds of real estate, properties, equipment and machinery necessary for implementing §§ 319—319g of this title.
