To facilitate the cooperation between farmers and the Government for the attainment of the purposes of §§ 319—319g of this title, there is hereby created a Farmers Advisory Committee appointed by the Secretary of Agriculture, which Committee shall have the function of advising the Agricultural Services Administration on everything related to the development of the Program herein established. Said Committee shall be empowered to adopt a regulation governing its internal functioning, and to appoint zone subcommittees where and when necessary.
