All rights, obligations, funds, appropriation balances, properties, equipment, materials and all kinds of real property corresponding to the program created hereunder are hereby transferred to the Agricultural Services Administration. The Agricultural Services Administration is hereby authorized to use for this program and/or for its regular program of farm machinery service any unencumbered remainder of the appropriation of two hundred thousand dollars ($200,000) made to the Farm Development Program of the Land Authority by J.R.
