Every person who operates a roasting operation, is engaged in the purchase of, or is a processor of coffee on a commercial scale or imports coffee to be sold at wholesale or retail, must obtain a license to engage in said business from the Secretary of Agriculture and it shall be illegal for that person to engage in such business without obtaining said license.
