The Secretary of Agriculture is hereby empowered to impose administrative sanctions pursuant to §§ 2101 et seq. of Title 3, known as the 'Uniform Procedure Act', on any person who fails to comply with the provisions of §§ 320—320 l of this title, except that which is regulated by § 320d of this title or with any norm or regulation established by the Secretary of Agriculture.
