In addition to the other powers provided by §§ 320—320 l of this title, the Secretary shall have the following:(1) To examine the books, accounts and any other document of the coffee producers, purchasers, processors and roasters in order to carry out the investigations he/she deems necessary in order to enforce the public policy and the purposes of §§ 320—320 l of this title.(2) To inspect the warehouses where coffee is stored during any stage of its processing, including hulled, roasted, packed or ready for the retail market.(3) To regulate the purchasing, receiving, processing and sale of coffee produced by coffee growers in their farms.(4) To regulate the purchasing, receiving, roasting and sale of coffee by roasters.(5) To grant and regulate the granting of licenses to establishments engaged in roasting coffee.
