The Department of Agriculture, in coordination with the Department of Labor and Human Resources, and through the Department of State, shall exercise all discretion and authority to implement the public policy set forth as a purpose of this chapter; and shall observe and oversee faithful compliance with the federal immigration statutes and laws in effect for the import of foreign workers.
