The sum of $50,000 is hereby appropriated to the Department of Agriculture of Puerto Rico, from unencumbered funds in the Commonwealth Treasury, for the granting of loans for constructing, enlarging, improving and/or repairing sheds for tobacco curing. Growers having individual tobacco production and marketing quotas shall be eligible for such loans. The necessary funds to defray the operating expenses may be used out of this sum.
