The Secretary of Agriculture of Puerto Rico is hereby empowered to prescribe the proper rules and regulations necessary for the effectuation of §§ 353—357 of this title, including, among other things, the fixing of the maximum limit of the loans, the priorities for the granting thereof, the securities and/or insurance to be required, and the standards or specifications for the tobacco sheds to be constructed, enlarged, improved and/or repaired with loans granted hereunder.
