The Secretary of Agriculture of Puerto Rico is hereby empowered, in enforcing §§ 353—357 of this title, to use any organization established in any of the dependencies of the Department of Agriculture of Puerto Rico that he may deem convenient. He is, furthermore, empowered to appoint and fix the compensation of the officers and employees in charge of carrying out the purposes of §§ 353—357 of this title, without subjection to the Personnel Act of Puerto Rico.
