The final liquidations of shipping and marketing expenses will be made after the mill has sold all the sugar and has completed its real expenses incurred for shipping and marketing, which must be previously approved by the Department; Provided, That if the Department or any owner does not agree with the fairness or correctness of said expenses, or deems that said expenses or any part thereof have not been deducted under the terms of §§ 371—405 of this title, the Department, upon a petition by the grower or motu proprio, shall hold a hearing in which all parties shall have the opportunity to state their allegations and present evidence on the rights they believe they are entitled to, and the mill shall not make the final liquidation until the Department resolves the controversy.
