The Department or any grower or group of growers of any mill, on their own account and expense, may designate a representative and the necessary assistants at the factory, the scales and laboratories of the mill, under the regulations promulgated by the Department to such effects, to oversee the testing operations of the scales, taring the carts, the weighing of cane, juice, sugar and molasses, taking and analyzing samples, and all things inherent to the computation of the sugar in the process of liquidation. The mill shall allow access of such personnel to said factory dependencies and the refinery annexed thereto, if any, and offer reasonable facilities as they may be needed for the performance of their duties.
