Within the powers and limitations established in §§ 371—405 of this title the Department is hereby empowered to prescribe rules and regulations in connection with the liquidation, disposal, pignoration, insurance and payment of the sugar and molasses produced by the growers’ cane as well as the compensation which the growers shall received from each mill on account of hauling and delivery (arrimo).
